Anything is possible, but when one is talking about people and
events generally, Occam's Razor and Heinlein's advice suggest
that if you can explain events with incompetence and stupidity
that is simpler than imagining conspiracy and malice.

I think that goes about 1.5 times with regard to people in
government.  Not double, though.

Look at it this way.  According to Einstein, the most common
element in the universe is hydrogen, and human stupidity is a
close second.  If that's the case, and if we look at the choice
taking behavior of the free market alongside the options open to
those who choose government service, there has to be a preponderance
of stupidity amongst those in government.  It simply stands to
reason.

However, I admit to direct personal experience of malice on
the part of people in government.  And there is certainly a
long pattern of abuse and usurpation on the parts of the
banking cartel and the military industrial complex.
