Pete,
The public exponent is 65537. The padding is PKCS#1 v1.5, where the
random data is made of iterative hashes of the unencrypted token (like
in those schemes which provide auditing - no side channel leaks).
The data which is actually encrypted is the (unencrypted) token itself,
which is about 170 chars / bytes, most of which is actually made of two
hexadecimal hashes.
(The hash is SHA256.)
