Michael,

Not quite:
The exact definition is that this will affect all cards 
that have been issued by NYCCU. 
(which issued most, if not all of the Gold loadable 
debit cards around).

However, I gather NYCCU must have accounted for
(maybe) 150,000 cards (maximum), which is a 
ridiculously small number compared to *ALL* 
the Cirrus-Maestro cards circulating in the world.
