Not sure, but does objective law even matter any more?  If they don't
like what you're doing, they'll tar you with their favorite scare term,
seize your assets, and use subjective nonsense to convince a jury to
vote you into a cage.

A realpolitik approach might involve getting a bunch of licenses for all
kinds of things including hair-braiding just in case, in all 50 states,
and paying lots of money to lawyers.  That is after all the point of all
this legislation:  make-work for the unproductive.

Another realpolitik approach might be to tone down your product offering:

Why would it have to look like a currency note, or even something that

I like it.  It's good to know that if I am disappointed with the print,
I can get a refund.

You would be engaging in peaceful and honorable trade, with no force or
fraud, trading property for property with consenting individuals.
Someone would want to lock you in a cage for that.
