I agree with you concerning the mechanics, but I believe this
would also seriously undermine e-gold's usefulness to legitimate
users and thus fit the model of US laws against "terrorism" which
cause more damage to people's ability to conduct themselves
normally than they do to deter "terrorism".

I like the fact that I could, if I wanted, have someone who had
never heard of e-gold accept a gold payment from me for some
service I wanted him to render or good to deliver.  I could just
direct him to the e-gold site, advise him to open an account, and
then I could pay him for the service or good on the spot.

I want to propose a middle ground that would, I think, achieve
what you were proposing without diminishing e-gold's usefulness
to me as described above.

What I would like would be for e-gold to adopt a policy that all
new accounts would be authenticated, and that accounts could also
accept gold immediately.  However, during the interim period,
between the time the account was opened and until it was
authenticated, no gold could be sent OUT of the account.  If the
authentication failed, the owner would have some right to appeal
or provide clarifying information, but, lacking a successful
outcome to that (during a predefined time period), the procedure
for a failed authentication would be that all accumulated gold
that had been sent to the account during the interim period would
automatically be returned to sender -- minus the trasaction fees
both ways.
