Just for the sake of my own conscience, I have to wonder:

1.How does your friend know these people are really law enforcement?
(Uniforms, guns, and badges are no longer enough for me, personally,
unless there are lots of them, cars, helicopters and everything)

2.$76 creates an FBI investigation?


I would encourage your friend to contact law enforcement to ascertain the
credibility of his visitors.
