Well, I find it offensive that owners are told they can't do anything
they want to their coins, but presumably if they're more valuable it
will pay to just save them. I've paid 2 cents apiece since around
1990 for the wheat kind of pennies, and I'm not selling. I suspect
things will be the same for pre-'82 penny savers, they'll just leave
circulation -- with or without legalized melting being permitted for
citizen-units.
The primary effect of this no-doubt ineffective law SHOULD be a
