That sounds like a distinction without a difference.  As far as I can
discern, it is not possible to exchange money without transmitting it.

It is all Kafka-esque nonsense.  There are no legal or moral principles
involved whatsoever.  Words mean whatever powerful people want them to
mean at the moment.  It is the law of whimsy in the pursuit of tyranny.
