This is pure speculation, unless you can show me evidence to the contrary.

This sounds like nonsense to me, but in any case is a red herring
because this is not a discussion about exchanges, it is about  "money
transmitting". From what I understand, Gold age is not accused of
operating an illegal exchange, they are accused of illegal money
transmitting.

I have no doubt this may be so, but is a separate issue and has no
direct bearing on the Goldage case, since they are not a DGC, and
their case is not about exchanging DGC, it is about money
transmitting.

I think you are mistaken. Please show me evidence that either
"financial institutions" or "the government" are involved in the
Goldage case. To me it looks more like a local DA's office zealously
(and perhaps mistakenly) attempting to enforce existing legislation
concerning money transmission.

I believe you are reading too much into this... The DA believes Ragnar
was illegally transmitting money and has taken action... the reason
for his apparent (to us) overly heavy handed action is pure
conjecture.
