Wouldn't the courts just order the government to issue the stamp?
That's certainly the way it would work here, the courts won't allow the
government to proscribe something by the back door like that.  If the
purpose of the legislation was raising tax revenue, the courts wouldn't
allow it to be expanded into outright prohibition.

Next time Blair does one of his photo-op visits to Iraq, I think the
army should give him a rifle and take him out on patrol.  They'd just
have to make sure he was first out of the truck, so no one got hurt if
his gun went off. :-)
